There is an easy way to solve this conflict. Any peace agreement should include a responsibility clause. The parties must understand and agree that any violation of peace agreement (e.g. any rocket attack or settlment expansion) shall be punished (e.g. by loss of certain amount land), with full backing of the international community. Current attitude does not encourage any commitment, as crimes are blamed on "poverty", etc., and nobody is held responsible. In fact the parties are tempted to violate the agreement, as they are not losing anything, only gaining.
